Committee Terms of Reference
These Terms of Reference are to be read on conjunction with Teynham Parish Council’s Standing Orders, Financial Regulations and Code of Conduct.
a) To consider all matters relating to the safe and effective operation, repair, aintenance and development of street lighting affecting or likely to affect the Parish.
b) To produce the budget required to implement any agreed actions under a) to be carried out by the Parish Council. This is to be made available at the appropriate time to the Finance and Standing Orders Committee for the preparation of the Parish Council’s annual precept.
c) To ensure that the street lighting equipment administered by the Parish Council is properly insured.
d) To consider quotations obtained in accordance with the Parish Council's Financial Regulations from energy suppliers for the supply of electricity to the street lighting administered by the Parish Council and to decide on the best value.
e) To consider quotations obtained in accordance with the Parish Council's Financial Regulations from contractors for the repair and maintenance the street lighting equipment administered by the Parish Council and to decide the best value.
f) To approve the repair of faulty and/or damaged lights in accordance with a schedule of charges and procedure agreed in writing with the Maintenance Contractor.
g) To promptly inform the Clerk to the Council of any faulty and/or damaged street lights within the Parish in order that the Clerk may inform the Maintenance Contractor, in accordance with the written procedure in f), or KCC in the event of the faulty and/or damaged light belonging them.
h) To consider and take action on all other matters as are of a general nature affecting street lighting, e.g. foliage obstructing lights.
i) To consider and decide a response to street lighting issues in Governmental consultations and County Structure and Borough Council Local Plans and on applications made by parishioners, developers and alike.
j) To report regularly to the Parish Council on its finances and its activities.
Committee membership:At the Annual Parish Council Meeting a minimum of five members is to be elected onto the Committee.
Quorum: The quorum of the Committee shall be three members.
Review: These Terms of Reference are to be reviewed annually following the Annual Parish Council Meeting.
